The GPS can operate with a supply voltage between 3.0 and 5.0 volts, while the incoming and outgoing signals are 3.3 volts. A level converter is therefore necessary if an Arduino or 5 volt microcontroller passes to Communicate (transmit) to the GPS module. If you only want to receive NMEA data, just connect the TX pin to arduino RX and receive the data sent by the module (in this case, no level conversion is required because arduino recognizes the high level of 3 , 3 volts.
